LTO Sanctions 77 Accredited Motorcycle and Car Dealers Over Delayed OR, CR, and License Plate Releases
The Land Transportation Office (LTO) has intensified its campaign against delays in the registration of newly purchased vehicles, imposing sanctions on dozens of accredited motorcycle and car dealerships found to have failed in processing and releasing Official Receipts (OR), Certificates of Registration (CR), and license plates within the prescribed period.
LTO Chief Assistant Secretary Markus V. Lacanilao announced that the agency has taken administrative action against dealerships that violated existing registration regulations, stressing that accredited dealers must fulfill their responsibilities to vehicle buyers or face severe penalties.
Dealers Face Fines, Suspensions, and Blacklisting
According to the LTO, enforcement measures include the issuance of Show Cause Orders (SCOs), fines of ₱500,000, suspension of dealership accreditation, and even blacklisting for repeat or serious violations.
The agency said these penalties are part of its continuing effort to improve the efficiency of the initial vehicle registration process and ensure motorists receive their registration documents without unnecessary delays.
26 Dealers Fined ₱500,000
The following accredited dealerships were each fined ₱500,000:

LTO Chief Warns Non-Compliant Dealers
Assistant Secretary Lacanilao said the agency will not stop at issuing Show Cause Orders and warned that dealerships that continue to violate LTO regulations will face even harsher penalties.
"The LTO's action does not end with issuing Show Cause Orders to accredited dealers who fail to fulfill their obligations. We will not allow their negligence to continue causing inconvenience and hardship to motorists. Dealers who continue to disregard LTO regulations will face even heavier sanctions, including the suspension of their operations," Lacanilao said.
Faster Registration Remains a Priority
The LTO emphasized that accredited dealers play a vital role in the initial registration process for newly purchased motorcycles and motor vehicles.
Delayed issuance of an Official Receipt (OR) and Certificate of Registration (CR) can prevent owners from legally using their new vehicles on public roads and may also create problems when obtaining insurance, transferring ownership, or completing other vehicle-related transactions.
By enforcing stricter sanctions against non-compliant dealerships, the agency aims to improve accountability and ensure that vehicle buyers receive their registration documents within the period prescribed by law.
Motorists Encouraged to Report Violations
The LTO urged motorists experiencing unreasonable delays in receiving their registration documents or license plates to file complaints against accredited dealers that violate existing regulations.
Reports may be submitted through the "Ireport Mo Kay LTO Chief" Facebook page or via the agency's official online reporting portal.
The agency said public cooperation will help identify non-compliant dealerships and support its efforts to provide faster, more efficient, and more transparent services for Filipino motorists.
