Motorists whose vehicle registrations, driver's licenses, conductor's licenses, student permits, or medical certificates expired between July and October 2026 will be allowed to complete their renewal within a designated period.

Motorists must complete their renewal within the applicable period to benefit from the special extension.
No Additional Fees or Fines Within the Special Renewal Period
Under Memorandum Circular No. MVL-2026-5523, motorists covered by the extension can renew their expired documents within the specified deadlines without incurring additional fees and fines associated with the delayed renewal.
This provides relief to vehicle owners and drivers whose documents expired during the period affected by the LTMS operational situation. However, the exemption from additional fees and fines is subject to compliance with the applicable renewal deadline.
Motorists who fail to renew within their designated period will be charged the appropriate fees and penalties under existing LTO regulations.
LTMS Resumption Brings Back Regular Renewal Schedules
The LTO also confirmed that regular validity periods and renewal schedules will resume starting November 2026 following the return of LTMS operations.
This means that vehicle registrations, driver's licenses, conductor's licenses, student permits, and medical certificates will once again follow their respective regular validity and renewal requirements.
The resumption of regular schedules is intended to normalize transactions and allow the agency to return to its standard processing procedures.
Motorists should therefore pay close attention to their document expiration dates and avoid waiting until the last minute to process renewals.
What Motorists Should Do Before Visiting an LTO Office
The LTO advises the public to process renewals promptly and ensure that all required documents are complete before visiting an LTO office.
Motorists should check the applicable renewal requirements for their specific transaction, prepare the necessary supporting documents, and verify any applicable procedures before proceeding.
For driver's license renewals, applicants should also check the applicable medical examination and certificate requirements. Vehicle owners renewing their registrations should prepare the documents required for their particular vehicle and registration transaction.
Checking the latest LTO announcements and LTMS Portal updates can help avoid unnecessary delays.
Important Reminder: Do Not Miss Your Renewal Deadline
The special renewal arrangement offers motorists additional time to settle expired documents without additional fees and fines. However, the extension is not indefinite.
The applicable deadline depends on the original expiration month:
- Expired in July or August 2026: Renew by December 29, 2026.
- Expired in September 2026: Renew by January 29, 2027.
- Expired in October 2026: Renew by February 26, 2027.
Anyone who misses the applicable deadline will be subject to the corresponding fees and penalties.
Motorists are encouraged to take advantage of the special renewal periods and keep their vehicle registrations, licenses, permits, and medical certificates up to date.
