The Land Transportation Office (LTO) has strengthened its campaign against illegal fixing activities in the National Capital Region (NCR), reaffirming its commitment to clean, transparent, and efficient public service.
The intensified enforcement aligns with Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, as well as the agency’s internal reform agenda led by Assistant Secretary Markus V. Lacanilao.
Anti-Fixing Operation Conducted in Quezon City
An anti-fixing operation was carried out at an LTO-NCR office on April 10, 2026, between 9:00 AM and 11:30 AM.
The operation was conducted by following Agencies Involved:
- LTO-NCR Field Enforcement Unit (FEU)
- LTO Monitoring Support Section
- Department of Public Order and Safety (DPOS)
The coordinated effort highlights the agency’s proactive approach in addressing illegal activities within and around LTO premises.
Four Individuals Apprehended
During the operation, authorities apprehended four individuals suspected of engaging in fixing activities.
Violations Filed
The individuals were issued citation tickets for violating:
- Quezon City Ordinance No. SP-1656 (Series of 2005)
(Ordinance banning fixers near government offices)
These measures are part of ongoing efforts to eliminate unauthorized intermediaries who exploit motorists.

Assistant Secretary Lacanilao emphasized that the LTO maintains a zero-tolerance policy against fixing activities.
