LTO Clarifies Policy on Aftermarket Mufflers After Meeting with Senator JV Ejercito
The Land Transportation Office (LTO) has clarified its enforcement policy regarding aftermarket mufflers following a meeting between Senator JV Ejercito and LTO Chief Assistant Secretary Markus V. Lacanilao.
The discussion addressed concerns raised by motorists about the enforcement of regulations on modified vehicle mufflers. According to the LTO, the agency’s primary goal is not to penalize motorists who legally purchase compliant aftermarket mufflers, but rather to target vehicles equipped with illegally assembled or non-compliant exhaust systems.
Concerns Raised by Motorists and Lawmakers
During the meeting, Senator Ejercito highlighted the concerns of drivers who have legally purchased and installed aftermarket mufflers from legitimate sellers.
Many motorists worry about being penalized despite using products that comply with national standards. The senator emphasized the need to clearly distinguish between legal aftermarket modifications and illegal exhaust systems.
In response, Assistant Secretary Lacanilao reaffirmed that the LTO remains committed to fair, transparent, and consistent enforcement of vehicle regulations.
Legal Aftermarket Mufflers Generally Not Subject to Apprehension
The LTO clarified that not all modified or aftermarket mufflers are illegal under current regulations. Motorists who install compliant aftermarket mufflers that meet national standards and are sold by authorized dealers generally do not face apprehension.
Compliance with DTI Standards
The LTO clarified that aftermarket mufflers purchased from authorized dealers and manufactured according to national standards are generally allowed.
These compliant mufflers typically:

- Have passed the required Department of Trade and Industry (DTI) processes
- Meet established noise and emission standards
Many of these mufflers also include catalytic converters, which help reduce harmful emissions.
Because these products have already undergone proper regulatory processes, motorists are not required to carry additional certification documents to prove their legality.
LTO Targets Illegal and Non-Compliant Mufflers
While compliant aftermarket mufflers are generally acceptable, the LTO emphasized that illegally assembled or modified exhaust systems will continue to be strictly enforced against.
