Future drivers in Negros now have another opportunity to complete one of the essential requirements for obtaining a driver's license.

The Land Transportation Office – Negros Island Region (LTO-NIR), in partnership with TESDA Regional Training Center (RTC) – Talisay, will conduct a FREE 2-Day Theoretical Driving Course (TDC) on August 27–28, 2026, from 8:00 AM to 5:00 PM at the RTC–Talisay Covered Court.

The initiative aims to strengthen road safety by equipping aspiring motorists with the knowledge and skills needed to become responsible and law-abiding drivers before they begin practical driving training.

What Participants Will Learn

During the two-day course, attendees will receive instruction on the fundamental principles of safe driving, including:

  • Road safety awareness
  • Philippine traffic rules and regulations
  • Defensive driving techniques
  • Responsible driving practices

The Theoretical Driving Course is a mandatory requirement before applying for an LTO Student Permit and is designed to help new drivers understand their responsibilities on the road.

Who Can Join?

The free training is exclusively available to members of the TESDA RTC–Talisay community, including:

  • TESDA RTC–Talisay on-going trainees
  • TESDA RTC–Talisay graduates
  • TESDA RTC–Talisay employees

Applicants who do not belong to these groups are not eligible for this particular program.

Certificate Issuance

Participants must attend and successfully complete both days of the training before a Theoretical Driving Course (TDC) Certificate can be issued.

The certificate is one of the documents required when applying for an LTO Student Permit.

Pre-Registration is Required

Interested participants must complete the pre-registration process before they can secure a slot.

According to the organizers:

  • Registration is completely free
  • Slots are limited
  • Confirmation will be issued only after eligibility has been verified

About the Theoretical Driving Course (TDC)
