LTO Region 7 Replaces Key Officials

The Land Transportation Office (LTO) has implemented major leadership and personnel changes in Region VII (Central Visayas) as part of its ongoing efforts to improve operations and restore public trust.

The move comes in connection with the earlier investigation into alleged irregularities in LTO Region 7, with authorities aiming to strengthen transparency and accountability within the agency.

New Regional Director Appointed

As part of the restructuring, Atty. Wendel C. Dinglasan has been designated as the new Regional Director (RD) of LTO Region VII.

The appointment follows a directive from Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, who ordered the replacement of key officials and a reorganization of the regional enforcement unit.

Transition Overseen by LTO Leadership

The transition process at the LTO regional office in Cebu was supervised by LTO Chief Assistant Secretary Markus V. Lacanilao, ensuring a smooth turnover of responsibilities.

Background and Experience of the New RD

Atty. Dinglasan brings extensive experience from his previous roles within the LTO.

Key Qualifications

  • Former Director of the LTO Central Office Traffic Adjudication Service in Quezon City
  • Expertise in transportation law implementation and case management
  • Experience in administrative adjudication and enforcement oversight
  • Served as Acting Regional Director of MIMAROPA Region

His background is expected to support stronger enforcement and improved service delivery in Region VII.

Deployment of New Enforcers and Resources

In addition to leadership changes, the LTO has reinforced its enforcement operations in the region.

New Assignments to Region VII

  • 35 enforcers from the LTO Central Office deployed to Cebu
  • Additional resources including three (3) vehicles and two (2) motorcycles for enforcement operations

These personnel will take the lead in ensuring compliance with LTO regulations across the region.

Removal and Monitoring of Personnel

As part of the restructuring, several personnel changes have also been implemented.

Key Actions Taken

  • 13 enforcers removed from their posts
  • Five newly hired personnel placed under monitoring

These measures are intended to address concerns raised during the ongoing investigation and ensure accountability within the agency.

The Land Transportation Office emphasized that these changes are part of a broader effort to uphold integrity, improve public service, and ensure transparency in Region VII.

Assistant Secretary Lacanilao reiterated that the agency is serious about reform, stressing that honest, efficient, and corruption-free service must remain a top priority for the benefit of the motoring public.
