The Land Transportation Office (LTO) has intensified its internal anti-corruption campaign, confirming that 56 employees and personnel have been removed, suspended, or subjected to administrative action during the first six months under the leadership of LTO Chief Assistant Secretary Markus V. Lacanilao.
The large-scale internal cleanup is part of the agency’s broader effort to strengthen integrity, accountability, and public trust within the LTO.
LTO Expands Internal Cleaning Operations
According to the agency, multiple officers and employees from different regions and offices have been charged with administrative violations linked to corruption, misconduct, and negligence.
The campaign forms part of Assistant Secretary Lacanilao’s intensified reform initiatives under his 7-Point Priority Agenda, which focuses on:

56 Personnel Involved in Administrative Cases
Based on a report from the LTO Intelligence and Investigation Division (IID), a total of 56 individuals were found involved in various administrative cases.
Violations Cited by the LTO
The cases include allegations of:

- Grave Misconduct
- Serious Dishonesty
- Gross Neglect of Duty
- Extortion or “Kotong”
- Falsification of Official Documents
- Other violations affecting public service integrity
The agency emphasized that these actions undermine public trust and compromise the quality of government services.
Officials and Employees from Multiple Regions Included
The administrative cases involve personnel from several LTO offices nationwide.

- 1 Presidential Appointee
- 34 Permanent Employees
- Personnel from:
- LTO Central Office
- NCR
- Region II
- Region IV-B
- Region VII
- CAR
- CARAGA
Some employees have already received formal charges and preventive suspensions, while others have been referred to disciplinary bodies for further proceedings.
Job Order Personnel and Auxiliary Enforcers Also Removed
The cleanup operation also included the removal of non-permanent personnel connected to alleged irregularities.

- 16 Job Order personnel dismissed from service
- 2 Local Government Unit (LGU) Auxiliary Enforcers removed
- 1 Security Guard relieved from duty
Meanwhile, two officials from NCR and Region XII reportedly received stern warnings over administrative lapses.
LTO Chief Reaffirms Zero-Tolerance Policy
Assistant Secretary Lacanilao stressed that corruption, abuse of authority, and negligence will not be tolerated within the agency.
“Our directive is clear — there is no room for corruption, negligence, and abuse of power in the LTO. Whoever is proven to be violating the law and the trust of the people will be held accountable regardless of their position,” Lacanilao said.
He added that the agency’s reforms are not limited to external enforcement operations against fixers and violators, but also focus heavily on cleaning up internal operations.

The LTO said the ongoing investigations and disciplinary actions are intended to restore confidence in the agency and improve the quality of public service.
